Well the text does specifically state the world to be an Necron machine, implying that the world itself was created by the Necrons. Considering it's a "world" that's a machine made by the Necrons I'm more than willing to say it's a world engine. It might not have displayed the same capabilities as the one in the 5th edition space marine codex, but that could be for a variety of factors that can only be guessed at.

"It was the underside of a vessel so vast as to put the largest battlecruiser to shame, yet Marduk knew instantly that this was not the falling Kronos star fort. Whatever this vessel was, it had destroyed the orbital bastion, utterly and completely. The rotating clouds continued to part before it. As it descended ever closer, eerie glowing green lights lit up along its black underside. Marduk felt a spike of trepidation.
The last of the clouds were sent fleeing over the horizon, and the xenos vessel was finally fully revealed. It must have been easily fifteen kilometres across, and it cast its shadow over the entire city. The dull glow of the obscured suns framed it like an eclipse, giving all those below a sense of the vessel’s shape.
It was an immense, perfectly geometric crescent, curving like a sickle-blade, and it hung in low atmosphere, an executioner’s axe ready to fall. Something so large should not have been able to descend so close to the planet’s surface without being dragged down by the planet’s gravity, no matter how powerful its engines were. Yet still it descended.
The energy it must have been exerting to resist the pull of gravity and keep its immense bulk from crashing to earth was beyond imagining, far in excess of anything that could be fathomed by a human mind. Nevertheless, while the fierce downwind continued to buffet the city below, they were hardly of the scale that Marduk would have imagined necessary to keep such a structure aloft. Indeed, there appeared to be no blazing engines burning with the heat of a thousand suns upon the vessel’s underside at all.
How it was controlling its descent was beyond his understanding, and yet in defiance of all natural law and rational thought it continued to penetrate the low atmosphere, drawing steadily nearer the surface of Boros Prime.
The immense xenos vessel was so utterly black that it seemed to absorb the light, and this darkness made the glowing green lines that spread across its underside in alien, geometric patterns all the brighter. Tens of thousands of glowing hieroglyphs could be discerned upon its sheer underside, symbols that might have been some form of inhuman picture writing consisting of lines, circles and crescents. One symbol was larger than the others — a circle with lines of differing lengths projecting from it, like the stylised beams of a sun."

"The necrons were incredibly difficult to put down, each one soaking up enough fire to drop an Astartes before their implacable advance was halted. Even then, many simply rose back to their feet moments later, all evidence of the damage they had sustained gone.
Aquilius saw one of the necron warriors stoop and pick up its own arm, which had been blown off with a melta gun blast. Sparks spat from the robotic xenos’ shattered shoulder, but as the severed limb was placed back against the joint the sparks stopped. Metal ran like quicksilver as the joint reformed. Within the space of a heartbeat the limb was reattached, and the necron continued its relentless advance, climbing the stairs towards them."

Scarabs can form into energy weapons.

"With an elegant movement it extended one of its slender limbs, and a cloud of tiny scarabs burst from the darkness beneath its shroud. The tiny, robotic insects flew up to the Undying One’s hand as its long, needle-like fingers unfurled. They began to latch onto each other, each scarab grasping its neighbour with barbed leg and mandible. The tiny creatures locked into place and become motionless, forming a two-metre-long staff. Its shape completed, the scarabs melted together to create a smooth, seamless implement. At either end of the weapon, green light flared, creating a pair of energy blades that crackled with barely contained potency.
With a grace far beyond that of its servants, the Undying One swung the twin-bladed staff around it in a glittering arc and waited for its enemy to appear."

A Mechanicus factory is transformed by the Necrons and then used to build an army of warriors.

Bad news guys.

Matt Ward is the confirmed writer of the Necron Codex. He's already removed Pariahs, and now Necrons have...TRANSPORTS. As in, ACTUAL TRANSPORTS!

Dissapointment is starting to grow. They finally realized how big a threat Necrons are, so they are gimping them for the army to be plausible for game mechanics.

Well, its mixed news. Matt Ward certainly seems to have taken to the fluff with a hatchet by all (Rumoured) accounts, but I'd argue it makes a little more sense.

Necron lords are a little more autonomous, and the C'tan are... um... Shards of the actual Gods who were killed by the Necron in the battle eons ago.

Basically, in his version, the Necrons beat their masters and then disappered for millenia. Now they're back to reclaim their empire.

This is all rumoured, so a pinch of salt is to be expected, but.... yeah.
