Well, might as well start somewhere...

Alright so firth things first- Disgaea is a self-aware Video Game series. The characters in-game have referenced one another's levels, episodes, the fact that some people train to be final bosses in video games, not to mention they've pointed out they fight to see who the "main character" of the current game is.

So, with that understood, there's a decent reason to consider their weapon attacks as legitimate animations of power from them.

We have everything from destroying a mountain to creating the Big Bang. The games actually don't really care about consistency but the characters DO planetbust on occasion.

Etna pops in a moment later and tells him destroying "every star in sight" was pointless because most demons can destroy stars.

Two things should be noted about that last one.
The first is that Etna would totally call Laharl out if he was lying. I don't know why he would lie since literally anyone could look up and see whether he actually blew up all the stars they could see or not but if he did- Etna wouldn't let him say so without telling him he's a liar.
The second is that Etna not only insists he did it, she says most demons are capable of star-busting, which actually matches up with the weapon skills since many of them have moves that include destroying stars.

Now, assuming we do not go with the "infinite" forces idea since Disgaea does insist there are limitless Netherworlds, we can get an estimate for numbers based on the Netherworlds we already know exist.
Valvatorez' Hades is the first and I believe the only Netherworld we get anything like hard numbers for. The actual army of the reigning Overlord (In his world known as the President) is 600,000 strong and consists only of the strongest demons of that world, barring generals and the like. Since even Overlord-class demons were pointed out earlier to be weaker- these would almost certainly be within Etna's "most" claim.

If we then assume each Netherworld has at least 1/6th of those numbers (not necessarily as a standing army sine most Netherworlds aren't that unified or organized, but in terms of raw numbers), our currently known Netherworlds are:
Laharl's from Disgaea 1 and D2
Adell's from Disgaea 2
Mao's from Disgaea 3
Valvatorez' from Disgaea 4
Whatshisface from Disgaea 5
Zetta, Pram, Babylon, Mickey, Salome, the lion, the god of death, the god of destruction... I think that's all the Netherworlds from Makai Kingdom.
I'll not count any of the worlds from the Prinny Browser game nor will I count some of the other titles since while they do reside in Disgaea canon they are far enough removed from the main storylines that I don't want to assume they're in the match or not. Makai Kingdom has had Zetta appear repeatedly in other Disgaeas and also included regular Disgaea characters showing up so his game is quite fair.

With only 100,000 starbusters per game, plus the 600,000 from Valvatorez' game, we end up with 1,800,000 starbusting demons.
